He—may Allah have mercy on him—was asked:
To explain the distinction, in “will,” “permission,” “writing,” “judgment,” “decree,” “prohibition,” and similar matters, between what pertains to religion and accords with Allah’s love, pleasure, and revealed command, and what pertains to creation and accords with His will concerning creation.
He replied:
Praise be to Allah.
These matters—will, permission, writing, judgment, decree, prohibition, and others such as commanding, raising up, and sending—fall into two categories in the Book of Allah:
The first concerns religious matters that Allah Most High loves and is pleased with. He rewards those who observe them, admits them to Paradise, and grants them victory in this worldly life and in the Hereafter. Through these matters, He supports His servants: His pious allies, His successful party, and His righteous servants.
The second concerns events within creation that Allah has ordained and decreed, which encompass believers and disbelievers, the righteous and the wicked, the people of Paradise and the people of Hell, Allah’s allies and His enemies, those who obey Him—whom He loves and who love Him, and upon whom He and His angels send blessings—and those who disobey Him, whom He hates and abhors, and whom Allah curses and those who curse also curse.
