this world and the Hereafter. He, glorified be He, willed that those who worshipped Him should do so, and thus made them worshippers and Muslims through His will, His guidance of them, and His making faith beloved to them. As He, Most High, said:

“But Allah has endeared faith to you and made it beautiful in your hearts, and has made disbelief, defiance, and disobedience hateful to you. Those are the rightly guided.”

For these people, He willed their worship both in creation and in command: He commanded them to worship Him and, through His act of creation, made them do so. As for the second group, He did not will to create them as worshippers, although He commanded them to worship Him. And Allah, glorified be He, knows best.
