Majmu' al-FatawaIbn Taimiya

And the Quran makes clear that faith in the heart necessarily entails outward action commensurate with it, as in the words of Allah Most High:

“They say, ‘We believe in Allah and in the Messenger, and we obey.’ Then a group of them turns away after that. Such people are not believers.”

“When they are called to Allah and His Messenger for him to judge between them, a group of them turns away.”

“But if the right is on their side, they come to him in submission.”

Up to His words:

“The only response of the believers, when they are called to Allah and His Messenger for him to judge between them, is to say, ‘We hear and we obey.’ It is they who are successful.”

Thus, He denied faith to those who turn away from obeying the Messenger, and stated that when believers are called to Allah and His Messenger for him to judge between them, they hear and obey. He thereby made clear that this is a necessary consequence of faith.
