And the language permits [cursing] “in general terms” those whom Allah and His Messenger have cursed. As for cursing “a particular individual,” if it is known that he died an unbeliever, it is permissible to curse him. A particular sinner, however, should not be cursed, because “the Prophet (may Allah bless him and grant him peace) forbade cursing ‘Abd Allāh ibn Himār, who used to drink wine,” even though he cursed wine drinkers in general. Nevertheless, there is disagreement over cursing a particular individual who is a sinner or a promoter of religious innovation. This “question” has been discussed at length.
{لِنَهْيِ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ أَنْ يُلْعَنَ عَبْدُ اللَّهِ بْنُ حِمَارٍ الَّذِي كَانَ يَشْرَبُ الْخَمْرَ}
