Satan is a clear enemy to you both?’”
This indicates that He called to them when they ate from it; He had not called to them before that.
And He, Exalted is He, says:
“On the Day He will call to them and say: ‘What answer did you give the messengers?’”
“On the Day He will call to them and say: ‘Where are My partners whom you used to claim?’”
He thus places the call on a particular day. That day comes into existence after not having existed, and it is then that He calls to them, not before then.
And He, Exalted is He, says:
“O you who believe, fulfill your contracts. Livestock have been made lawful for you, except what is recited to you; hunting is not lawful while you are in a state of pilgrimage consecration. Indeed, Allah decrees what He wills.”
He thus makes clear that He decrees: He makes lawful what He wills, prohibits what He wills, and commands what He wills. He therefore makes permission, prohibition, commands, and forbiddance dependent upon His will. He forbids by His will, makes lawful by His will, and prohibits by His will.
The Kullābiyyah say that none of this is by His will; rather, it is pre-eternal and inseparable from His essence, neither willed by Him nor subject to His power. The Muʿtazilah, together with the Jahmiyyah, say that all of this is created and separate from Him: He has no speech subsisting in Him, whether by His will or otherwise. There are many passages like this in the glorious Quran.
