And sometimes He declares that He is “the Most High, the Highest,” as in His words, Most High:
“Glorify the name of your Lord, the Highest.”
And His words:
“And He is the Most High, the Most Great.”
Sometimes He states that He is “in heaven,” as in His words, Most High:
“Do you feel secure that He who is in heaven will not cause the earth to swallow you, and then it would sway?”
“Or do you feel secure that He who is in heaven will not send against you a storm of stones?”
He thus mentions heaven, not the earth, without qualifying this by reference to His divinity or anything else, as He does in His words, Most High:
“It is He who is God in heaven and God on earth.”
And He, Most High, says:
“And He is Allah in the heavens and on earth.”
Likewise, the Prophet, may Allah bless him and grant him peace, said:
“Will you not trust me, when I am the trusted one of Him who is in heaven?”
He also said to the slave woman, “Where is Allah?” She replied, “In heaven.” He said, “Free her, for she is a believer.”

“To Him belongs whoever is in the heavens and the earth.”
He also describes those in His presence as obedient, as in His words:
“Indeed, those who are in the presence of your Lord are not too proud to worship Him; they glorify Him and prostrate to Him.”
If being in His presence meant something general, such as being subject to His power and will, or the like, then every created being would be in His presence. No one would be too proud to worship Him; rather, everyone would glorify Him and prostrate to Him. Yet He, Most High, has said:
“Indeed, those who are too proud to worship Me will enter Hell, humbled.”
