Majmu' al-FatawaIbn Taimiya

He answered:

If he and his mount are in dire need, and the people have food but do not feed him, he may take enough to meet his needs without their consent and pay them the fair market price. If he is travelling, they must offer him hospitality if they are able to do so. If they do not, he may take what is due to him as a guest without their consent, and he owes them nothing.

The Prophet—may Allah bless him and grant him peace—said:

“Honouring the guest’s right is obligatory upon every Muslim.”

He also said:

“Whoever stops among a people, they must offer him hospitality. If they do not, he may exact from their crops and property the equivalent of the hospitality due to him.”

And he said:

“Whoever believes in Allah and the Last Day should honour his guest. His special welcome is for one day and one night, and hospitality is for three days. Anything beyond that is charity.”

And Allah knows best.
