Reports from the Prophet—may Allah bless him and grant him peace—his Companions, and the other leading scholars forbidding this are too numerous to cite here. What we have mentioned makes clear that fees, gifts, and gratuities paid for such practices are unlawful for both the giver and the recipient. It is also unlawful for owners, endowment administrators, and agents to rent privately owned or endowed shops, or other premises, to these disbelievers and evildoers for this purpose, if they believe it likely that they will practise this accursed occult art there.
The ruler and everyone capable must strive to put an end to this, preventing them from occupying shops or roadsides, or entering people’s homes, for this purpose. If someone fails to do so, these words of the Most High are warning enough:
“They did not forbid one another from the wrongdoing they committed.”
And His words—glorified and exalted is He:
“Why do their godly scholars and rabbis not forbid them from sinful speech and consuming unlawful gain?”
For these accursed people utter sinful speech and consume unlawful gain, by the consensus of the Muslims. It is also authentically reported from the Prophet—may Allah bless him and grant him peace—through al-Siddīq that he said:
“When people see wrongdoing and do not change it, Allah may soon encompass them all with punishment from Him.”
What wrongdoing could be more reprehensible than the deeds of these vile people, who gnaw away at the realm, the enemies of the messengers and the offspring of the star-worshipping Sabians? Was not Abraham, Allah’s intimate friend—may Allah’s blessings and peace be upon him—the leader of those devoted to pure monotheism, sent to their predecessors? Nimrod son of Canaan was their king, and the scholars of the Sabians were the astrologers and their like. Has not the worship of idols generally arisen from the counsel of this vile class, who consume people’s wealth unjustly and turn people away from Allah’s path?
