He replied:

The basic ruling on masturbation, according to the majority of scholars, is that it is forbidden, and anyone who engages in it is subject to discretionary punishment. It is not, however, like unlawful sexual intercourse. And Allah knows best.

Is “masturbation” forbidden or not?

He replied:

Masturbation with the hand is forbidden according to the majority of scholars. This is the more correct of the two views in Ahmad’s school, and anyone who engages in it is subject to discretionary punishment. According to the other view, it is

وَسُئِلَ - رَحِمَهُ اللَّهُ -: عَنْ سَامِرِيٍّ ضَرَبَ مُسْلِمًا وَشَتَمَهُ؟ فَأَجَابَ: تَجِبُ عُقُوبَتُهُ عُقُوبَةً بَلِيغَةً تَرْدَعُهُ وَأَمْثَالَهُ. وَاَللَّهُ أَعْلَمُ وَسُئِلَ - رَحِمَهُ اللَّهُ -: عَنْ " الِاسْتِمْنَاءِ " فَأَجَابَ: أَمَّا الِاسْتِمْنَاء فَالْأَصْلُ فِيهِ التَّحْرِيمُ عِنْدَ جُمْهُورِ الْعُلَمَاءِ وَعَلَى فَاعِلِهِ التَّعْزِيرُ؛ وَلَيْسَ مِثْلَ الزِّنَا. وَاَللَّهُ أَعْلَمُ. وَسُئِلَ - رَحِمَهُ اللَّهُ تَعَالَى -: عَنْ " الِاسْتِمْنَاءِ " هَلْ هُوَ حَرَامٌ؟ أَمْ لَا؟ فَأَجَابَ: أَمَّا الِاسْتِمْنَاء بِالْيَدِ فَهُوَ حَرَامٌ عِنْدَ جُمْهُورِ الْعُلَمَاءِ وَهُوَ أَصَحُّ الْقَوْلَيْنِ فِي مَذْهَبِ أَحْمَد وَكَذَلِكَ يُعَزَّرُ مَنْ فَعَلَهُ. وَفِي الْقَوْلِ الْآخَرِ هُوَ
