He—may Allah have mercy on him—was asked:
“A man at a mosque lives off its endowment but does not attend to its needs. The founder of the endowment has children who are in need. May they replace him with someone else and take whatever exceeds the mosque’s needs?”
He replied:
“Praise be to Allah. If he does not fulfil his duties, whoever has the authority to replace him should appoint someone who will fulfil them, unless the first man repents and commits himself to fulfilling his duties. Any surplus beyond the mosque’s needs may be spent on other mosques and on relatives of the endowment’s founder and neighbours of the mosque who are eligible for charity.”
He—may Allah have mercy on him—was asked:
“Is it permissible to use the endowment’s income to build accommodation outside the mosque to house those who attend to its needs?”
He replied:
“Yes, they may use the endowment’s income to build accommodation outside the mosque that serves the interests of those entitled to that income who attend to the mosque’s needs.”
