The same applies if he told him that no one there wished to lease it when there were, in fact, prospective tenants, and in similar cases. Allah knows best.
He was asked—may Allah have mercy on him:
A soldier leased agricultural land from an emir, who subsequently ceased to hold the land grant. The tenant chose to terminate the lease, but the newly appointed emir came and demanded tahdīr from him. Is he obliged to comply?
He replied:
When the land grant passes to another person, the lease terminates from the moment of its transfer, for the right to use the land accruing thereafter had belonged to neither the first nor the second. The grant-holder may lease it out or decline to do so, and the tenant may lease it from him or decline to do so. Neither may compel the other to enter into a lease, nor may either demand tahdīr from the other.
