He—may Allah have mercy on him—was also asked:
What is the ruling concerning agents administering farming villages who are allotted a certain quantity of wheat and other commodities for every faddān of land, whose upkeep is borne by the farmers, and to whom the soldiers also owe a fixed sum in dirhams?
He replied:
If the agent takes for himself only the customary payment for his work, while the holder of the revenue grant takes the excess, then it is the grant-holder who has wronged the farmers. As for the person who takes payment for his work, he has taken what he is entitled to, so it is not unlawful for him.
If the agent has paid the grant-holder, out of the levy, an amount exceeding his own customary wage, and has taken for himself only payment for his work, that is permissible. Allah knows best.
