Majmu' al-FatawaIbn Taimiya

He was asked:

A dead-end alley has several residents, one of whom owns a house there. May he open a doorway other than his original doorway?

He answered:

He may not open a doorway into the dead-end alley closer to its far end than his original doorway, except with the permission of those who share with him the right of passage through that part of the alley. And Allah knows best.

He was asked:

A man built some shops beside a ruined property belonging to someone else. May the owner of the house open an entrance from the ruined property, or not?

He answered:

He may not open an entrance—meaning a doorway into a dead-end alley—without the permission of its residents, unless he has a right of passage through it. And Allah knows best.
