Majmu' al-FatawaIbn Taimiya

He was asked:

About a man who has a commodity for which one person has offered him 2,100 in currency reckoned by weight, while another has offered him 2,700 payable at a specified date within the year.

He replied:

If the person buying it on deferred payment intends to trade in it or make use of it, the seller may sell it either for immediate payment or on deferred payment, as he wishes. But if the buyer’s aim is to obtain money, and he intends to sell the commodity once he has purchased it and collect the money, this is called “tawarruq.” It is disapproved according to the stronger of the scholars’ two views.
