If, however, the buyer has been required to pay compensation because of the newly constructed channel, which it was impermissible to construct, he may recover from the seller who misled him the compensation he was obliged to pay as a result of that deception.

He—may Allah have mercy on him—was asked:

Some people produce distilled waters, such as rosewater and others. They then take the burnt rose material, soak it, and extract water from it in a manner departing from the usual practice. Likewise, they soak dried nīnūfar. Is it permissible for them to do this and sell the resulting water?

He replied:

Anyone intending to sell it may not mix the water from the first extraction with that from the second, even if the buyers know about this, as it is reported:

“The Prophet, may Allah bless him and grant him peace, forbade mixing milk with water for sale, though there is no harm in doing so for drinking.”

When these liquids are mixed, the extent of their adulteration cannot be determined. The ruler must punish anyone who does this and adopt measures that will deter them from adulteration.
