Likewise, water that springs from land open to common use is shared by all. If it springs from someone’s private property, he must provide its surplus without payment to those who need drinking water for themselves or their animals. This is based on the preceding hadith and on the Prophet’s words (peace and blessings be upon him) in the authentic hadith:

“There are three whom Allah will neither speak to nor look at on the Day of Resurrection, nor will He purify them, and theirs will be a painful punishment: a man who has surplus water but denies it to a wayfarer—Allah will say to him, ‘Today I withhold My bounty from you, just as you withheld the surplus of what your own hands had not produced’; a man who pledges allegiance to a ruler solely for worldly gain, pleased if the ruler gives him something and displeased if he withholds it; and a man who sets out his merchandise after the afternoon prayer and says, ‘By Allah, besides whom there is no deity, I have been offered such and such for it.’”

The hadith continues. And Allah knows best.

He was asked:

Some people move their bees from one locality to another. Is it lawful for the inhabitants of a locality to charge them for what their bees gather there?

He answered:

Praise be to Allah. The owners of the land from which the bees gather have no claim against the beekeepers, since this does not diminish their property in any way. Rather, honey comes from dew, which is freely available for common use. The beekeeper must pay one-tenth, distributing it to
