people such as these, who derive revenue from it without giving anything in return. It is thus clear that reclaiming these lands from them is obligatory by the agreement of the Muslim scholars.
They gained control of them only because of the many hypocrites among those professing Islam under the Rāfidī state, and this state of affairs continued. Because so many scribes and administrative officials come from their ranks and those of the hypocrites, they handle the Muslims’ wealth in this manner, as is well known of the practices of unbelieving and hypocritical officials.
Consequently, these unbelievers’ places of worship have endowments the like of which are not found for the Muslims’ mosques and residences devoted to learning and worship, even though the land was subject to kharāj by the agreement of the Muslim scholars. No one who believes in Allah and His Messenger would do such a thing. Rather, it is done only by unbelievers, hypocrites, and those Muslim rulers whom they have misled about this matter. Once the Muslim rulers understand the situation, they will act in this matter as Allah and His Messenger have commanded. Allah, glorified and exalted is He, knows best. May Allah bless Muhammad.
