—whether through attacks on the captives and mosques in their lands, by cutting off their trade with Muslim lands, by withholding their assistance to the Muslim ruler in the measures he undertakes for the Muslims’ welfare, or by similar means—is this statement correct or mistaken? Explain this fully and clearly.
If reopening these churches would stir resentment among Muslims throughout the East and West, cause discord and division among them, and turn the righteous and religiously observant, the troops at large, and the Muslims generally against the rulers because of the public display of the rites of unbelief and the evident triumph, joy, and delight expressed through the candles, gatherings, festivities, and other displays accompanying the reopening of the churches—and this would alienate Muslims, righteous and otherwise, to the point that they would supplicate Allah Most High against those who brought it about or helped to do so—is anyone entitled to advise the ruler to take this course? Would someone who advised him to do so be giving the Muslim ruler sincere counsel or deceiving him?
What is the best course for the ruler—may Allah Most High strengthen him—such that, if he follows it, Allah Most High will grant him victory over his enemies? Explain this to us fully and satisfactorily; may you be rewarded and recompensed, if Allah Most High wills.
