or say: “We will not fight the disbelievers alongside the Muslims,” or profess anything else contrary to the law and Sunnah of the Messenger of Allah, may Allah bless him and grant him peace, and the way of the Muslim community—then it is obligatory to fight all these groups, just as the Muslims fought those who withheld zakat, the Khārijites and their various branches, the Khurramiyyah, the Qarmatians, the Bātiniyyah, and other adherents of deviant doctrines and religious innovations who depart from the law of Islam.

This is because Allah Most High says in His Book:

“Fight them until there is no more fitnah and all worship is devoted to Allah alone.”

Thus, if some worship is devoted to Allah and some to others, they must be fought until all worship is devoted to Allah alone.

Allah Most High also says:

“But if they repent, establish prayer and pay zakat, then let them go their way.”

He therefore commanded that they be allowed to go their way only after repenting of every form of disbelief, establishing prayer and paying zakat.

Allah Most High also says:

“O you who believe, fear Allah and give up what remains due to you of usury, if you are believers.”

“If you do not, then be warned of war from Allah and His Messenger.”

Allah Most High has thus declared that if a group resisting compliance does not desist from usury, it has waged war against Allah and His Messenger. Usury was the last thing Allah prohibited in the Quran; whatever He prohibited before it is therefore all the more emphatically prohibited.

Allah Most High also says:

“The recompense of those who wage war against Allah and His Messenger and strive to spread corruption in the land is only that they be killed or crucified, or have their hands and feet cut off on opposite sides, or be banished from the land.”
