that it has clearly surpassed what was achieved under earlier dynasties. During his rule, the report of the truthful and trustworthy one, the best of all generations, has been fulfilled: he foretold the renewal of the religion at the turn of every century. May Allah Most High inspire him and the Muslims to give thanks for these immense blessings in worldly and religious affairs, and complete them by granting complete victory over all the remaining renegade enemies.

To explain: under the Sultan—may Allah perfect His blessing upon him—the Muslim community has attained achievements resembling those witnessed in the days of the Rightly Guided Caliphs and sought by the greatest just rulers. This has come through the blessings of his rule, his good intentions, the soundness of his Islam and creed, the blessing of his faith and knowledge, his lofty resolve and courage, his reverence for the religion and its law, and his adherence to Allah’s Book and wisdom.

These achievements include waging jihad against Allah’s enemies who have broken away from the religion. They fall into two categories. The first consists of people of wickedness and tyranny, error and aggression, who depart from the laws of faith in pursuit of supremacy and corruption on earth, abandoning the path of guidance and righteousness. These are the Tatars and others like them who depart from the laws of Islam, even if they hold fast to the two testimonies of faith or to some aspects of Islamic governance.

The second category consists of renegade adherents of religious innovation and hypocritical followers of misguidance who depart from the Sunnah and the Muslim community, abandoning divine law and obedience, such as these people
