Majmu' al-FatawaIbn Taimiya

all worlds.’”

Thus, Allah Most High commanded him to devote invocation and prayer to Allah. Mosques must be built only for Allah—not over the grave of any created being, nor for that being’s sake—and no journeys are to be made to the houses of created beings. Indeed, he prohibited making pilgrimage or journeying even to those houses of Allah that do not possess those special distinctions.

This and similar matters are known from the words and Sunnah of the Prophet, may Allah bless him and grant him peace; the practice of his rightly guided caliphs; the ways of the Companions after him and those who followed them in righteousness; and the statements of the four imams of the Muslims and others. Hence, no one can cite any imam of the Muslims as recommending travel to visit the grave of a prophet or a righteous man. Whoever reports such a statement must provide its source.

Since this is the case, and the fatwa contains nothing beyond what the imams and scholars of the Muslims have stated, whoever opposes it opposes the Muslims’ religion and revealed law, the Sunnah of their Prophet, and the practice of his rightly guided caliphs. He also opposes that with which Allah sent His messengers and revealed His Books: affirming His oneness and worshipping Him alone, without partner, and worshipping Him only through what He has prescribed as obligatory or recommended—not through what He has forbidden and has not prescribed.

Allah, glorified is He, sent Muhammad with guidance and the religion of truth to make it prevail over all religion, and Allah suffices as a witness. He sent him with the religion of Islam, with which He sent all the prophets, for the religion with Allah is Islam:

“Whoever seeks a religion other than Islam, it will never be accepted from him”—whether he belongs to the earlier or later generations.
