discord and division. Forbidding what is wrong also includes enforcing legal penalties against those who depart from the law of Allah Most High.

Whoever believes that a human being is a god, invokes a deceased person, asks him for provision, victory or guidance, places his trust in him, or prostrates before him is to be called upon to repent; if he does not repent, he is to be beheaded. Whoever regards any of the “shaykhs” as superior to the Prophet, may Allah bless him and grant him peace, or believes that anyone can dispense with obedience to the Messenger of Allah, may Allah bless him and grant him peace, is to be called upon to repent; if he does not repent, he is to be beheaded.

Likewise, whoever believes that any of the “friends of Allah” can stand in relation to Muhammad, may Allah bless him and grant him peace, as al-Khidr stood in relation to Moses, peace be upon him, is to be called upon to repent; if he does not repent, he is to be beheaded. This is because al-Khidr was not a member of Moses’s community, peace be upon him, nor was he obliged to obey him. Rather, he said to him:

“I possess some knowledge from Allah which He has taught me and which you do not know; and you possess some knowledge from Allah which He has taught you and which I do not know.”

Moses was sent to the Children of Israel, as our Prophet, may Allah bless him and grant him peace, said:

“Each prophet used to be sent specifically to his own people, whereas I have been sent to all mankind.”

Muhammad, may Allah bless him and grant him peace, was sent to both mankind and the jinn. Thus, whoever believes that anyone may depart from his law and from obedience to him is a disbeliever who must be put to death.
