Majmu' al-FatawaIbn Taimiya

he would go out and perform ‘umrah. Wakī‘ narrated from Isrā’īl, from Suwayd ibn Abī Nājiyah, from Abū Ja‘far, who said:

‘Alī said, “I perform ‘umrah several times a month if I am able.”

Sa‘īd ibn Mansūr narrated from Sufyān, from Ibn Abī Husayn, from one of Anas’s children:

“When Anas was in Mecca and his hair had begun to grow back, he would go out to al-Tan‘īm and perform ‘umrah.”

This—and Allah knows best—is the ‘umrah of the Sacred Precinct, for they would remain in Mecca until Muharram and then perform ‘umrah.

This indicates that performing ‘umrah from Mecca is prescribed in principle. There is no dispute about this, and the leading scholars agree that it is permissible. This is the meaning of the well-known report transmitted by Ibn Sīrīn directly from the Prophet, without mentioning a Companion:

“The Messenger of Allah, may Allah bless him and grant him peace, designated al-Tan‘īm as the point of entering ritual consecration for the people of Mecca.”

‘Ikrimah said:

“A person may perform ‘umrah once his hair has grown enough to be shaved with a razor. If he wishes, he may perform ‘umrah twice each month.”

In another report from him: “He may perform ‘umrah several times a month.”

Furthermore, ‘umrah has no fixed period after which its time has passed, as Hajj does. Since it may be performed at any time throughout the year, it is not restricted to once a year as Hajj is.
