Majmu' al-FatawaIbn Taimiya

Kufa—the position held by the majority of the Companions and early generations concerning the talbiyah of the Messenger of Allah, may Allah bless him and grant him peace. It is established that he continued reciting the talbiyah until he stoned Jamrat al-‘Aqabah. A group of the early generations, including Companions, Successors, and scholars of Medina such as Mālik, held that the talbiyah ceases upon reaching the standing place at ‘Arafāt, because it is a response to a call and therefore ceases upon reaching the destination. Yet it is the Sunnah of the Messenger of Allah, may Allah bless him and grant him peace, that must be followed.

As for the rationale, although someone who reaches ‘Arafāt has arrived at this standing place, he is then called onward to another standing place: Muzdalifah. Once he has completed his standing at Muzdalifah, he is called onward to the Jamrah. When he begins stoning it, the summons has come to an end: no further place remains to which he is called while in ihrām. He may shave his head and slaughter his sacrificial animal wherever he wishes within the Sacred Precinct, while the circumambulation of ifādah takes place after the first release from ihrām.

For this reason, they also adopted what is established from the Prophet, may Allah bless him and grant him peace: that he recited the talbiyah for ‘umrah until he touched the Black Stone, although Ibn ‘Umar and those scholars of Medina who followed him, such as Mālik, said that one recites it only until reaching the Sacred Precinct. For even upon reaching it, one is still called onward to the House.
