for the shrines to deserving poor Muslims who use it to help them obey Allah and His Messenger, he has done well, and his reward rests with Allah.
By the agreement of the Muslims, no one may transfer the Muslims’ prayers and sermons from a mosque where they gather to a shrine built over a grave or the like. Rather, this is among the gravest forms of misguidance and wrongdoing: they have abandoned what Allah and His Messenger commanded and done what Allah and His Messenger forbade. They have abandoned the Sunnah and practised innovation; they have abandoned obedience to Allah and His Messenger and committed disobedience to Allah and His Messenger. Rather, Friday and congregational prayers must be restored to the mosque, which is one of the houses of Allah:
“Allah has commanded that they be raised and His name remembered therein. In them, morning and evening, He is glorified by men whom neither trade nor sale distracts from the remembrance of Allah, the establishment of prayer, and the payment of zakat.”
Allah Most High also says:
“The mosques of Allah are maintained only by those who believe in Allah and the Last Day, establish prayer, give zakat, and fear none but Allah. It is they who may be among the rightly guided.”
As for graves, whether in shrines or elsewhere, the Sunnah for those visiting them is to greet the deceased and supplicate for them, as in the funeral prayer. The Prophet, may Allah bless him and grant him peace, used to teach his Companions to say when visiting graves:
“Peace be upon you, inhabitants of these abodes, believers and Muslims. We shall, if Allah wills, soon join you. May Allah have mercy on those among us and you who have gone before and those who come after.
