Shaykh al-Islām Ahmad ibn Taymiyyah—may Allah have mercy on him—also said:

All praise is due to Allah. We seek His help and forgiveness, and we seek refuge in Allah from the evil within ourselves and from our evil deeds. Whoever Allah guides, none can lead astray; and whoever He leads astray, none can guide. I bear witness that none is worthy of worship except Allah alone, with no partner, and I bear witness that Muhammad is His servant and Messenger. This is “A Principle Concerning Rulings That Differ between Travel and Residence,” such as shortening the prayers, not fasting during the month of Ramadan, and similar matters.

Most jurists among the followers of al-Shāfiʿī, Ahmad, and others have divided these rulings into two categories: those specific to long journeys, namely shortening the prayers and not fasting; and those applicable to both long and short journeys, such as dry ablution and praying on one’s mount. Eating carrion also belongs to this second category. As for wiping over leather socks and combining two prayers, these belong to the first category. There is disagreement concerning this.
