He—may Allah have mercy on him—was asked:

“About a man who gathers people for voluntary prayer and leads them from the beginning of Rajab to the end of Ramadan, praying twenty rak‘ahs with ten concluding salutations between Maghrib and ‘Ishā’. In each rak‘ah, he recites al-Fātihah and, three times, the surah beginning ‘Say: He is Allah, One.’ He makes this a regular observance and argues that the Prophet, peace and blessings be upon him, led Ibn ‘Abbās and the Ansārī who said to him, ‘Floodwaters come between me and you.’ Does this accord with the Sharia or not? And, under these circumstances, will he be rewarded for it or not?”

He replied:

Praise be to Allah, Lord of all worlds.

Voluntary prayer performed in congregation is of two kinds:

The first consists of prayers for which regular congregational observance is recommended, such as the eclipse prayer, the prayer for rain, and the Ramadan night prayers. These are consistently performed in congregation, as established by the Sunnah.

The second consists of prayers for which regular congregational observance is not recommended, such as the night prayer, the regular Sunnah prayers, the forenoon prayer, the prayer of greeting the mosque, and similar prayers.
