Majmu' al-FatawaIbn Taimiya

Allah Most High says:

“Call upon your Lord humbly and privately. Indeed, He does not love those who transgress.”

And He says of Zechariah:

“When he called upon his Lord in a quiet voice.”

Indeed, this is the Sunnah for all remembrance of Allah, as He, Most High, says:

“Remember your Lord within yourself, humbly and fearfully, without raising your voice, morning and evening.”

It is reported in the two Sahīh collections that the Companions of the Messenger of Allah, may Allah bless him and grant him peace, were travelling with him and began raising their voices. The Prophet, may Allah bless him and grant him peace, said:

“O people, be gentle with yourselves! You are not calling upon one who is deaf or absent. Rather, you are calling upon One who is All-Hearing and Near. The One you call upon is closer to each of you than the neck of his mount.”

What we have mentioned concerning invoking blessings upon him and supplication is a matter of scholarly agreement. All scholars instruct a person, when supplicating, to invoke blessings upon the Prophet, may Allah bless him and grant him peace, in the same manner as he supplicates, without raising his voice more when invoking blessings upon him than when supplicating. This applies whether he is praying—as in the full ritual prayer or the funeral prayer—or is outside prayer, even immediately after the talbiyah (pilgrimage invocation). He raises his voice for the talbiyah, then afterwards invokes blessings upon the Prophet, may Allah bless him and grant him peace, and supplicates quietly.

Likewise, between the proclamations of Allah’s greatness at Eid, if he remembers Allah and invokes blessings upon the Prophet, may Allah bless him and grant him peace, he does not recite these aloud, even though he proclaims Allah’s greatness aloud.

Similarly, if he confines himself to invoking blessings upon him, may Allah bless him and grant him peace, outside prayer—for example, when the Prophet is mentioned and he invokes blessings upon him—no scholar has recommended raising
