He—may Allah have mercy on him—was asked:
In a mosque where Quran recitation and oral instruction take place morning and evening, witnesses at the entrance talk excessively, disturbing those reciting. Is this permissible or not?
He replied:
Praise be to Allah. No one may disturb those in the mosque who are praying, reciting, remembering Allah, supplicating, or engaging in similar activities for which mosques were built. No one may therefore do anything inside a mosque, at its entrance, or nearby that disrupts them. Indeed, the Prophet, peace and blessings be upon him, came out to his Companions while they were praying and reciting aloud, and said:
“O people, each of you is conversing privately with his Lord, so do not raise your voices over one another when reciting.”
If he forbade someone praying from raising his voice over another person praying, how much more does this apply to others? Anyone who does something that disturbs those in the mosque, or does something that leads to such disturbance, must be prevented from doing so. And Allah knows best.
