Majmu' al-FatawaIbn Taimiya

for he is not included among those mentioned in the words of the Prophet (peace and blessings be upon him):

“A woman must not travel except with her husband or a mahram.”

He may marry her if he is freed, just as her sister’s husband may marry her if he divorces her sister. A mahram, however, is a man whom she is permanently forbidden to marry. Hence Ibn ‘Umar said: “For a woman to travel with her slave is to leave her unprotected.” The verse permits women to display their adornment to mahrams and others, whereas the hadith concerning travel mentions only mahrams. The verse mentions their women, those whom their right hands possess, and men without sexual desire, yet she may not travel with them.

Concerning His words, “Or their women,” he said: “This excludes polytheist women.” Thus, a polytheist woman must not serve as a midwife for a Muslim woman or enter the bathhouse with Muslim women. Jewish women, however, used to visit ‘Ā’ishah and other women and see their faces and hands, unlike men. This, then, constitutes outward adornment in relation to non-Muslim women under Muslim protection; they are not permitted to see concealed adornment. What counts as outward or concealed therefore depends on what a woman is permitted to reveal. Thus she displays her concealed adornment to her relatives, while her husband has an exclusive privilege not granted to relatives.

His words:

“Let them draw their veils over their bosoms”

show that a woman must cover her neck. Any necklace or other adornment worn there therefore belongs to concealed, not outward, adornment.
