Anyone who has a minor in his care—whether a slave, an orphan, or his own child—and fails to command him to pray is to be punished for failing to command the child. The adult is to receive severe disciplinary punishment for this, because he has disobeyed Allah and His Messenger.
Likewise, anyone who has adult slaves, attendants tending horses, camels or falcons, chamber attendants, bābiyya attendants who wash bodies and clothes, servants, a wife, a concubine or female slaves must command all of them to pray. If he does not, he is disobedient to Allah and His Messenger. Such a person does not deserve to belong to the Muslim troops, but rather to the Tatar troops. The Tatars pronounce the two testimonies of faith, yet fighting them is obligatory by the consensus of the Muslims.
Likewise, any group that refuses to abide by even one of the known prescriptions of Islam, whether outward or inward, must be fought.
If they say, “We bear witness, but we will not pray,” they are to be fought until they pray.
If they say, “We will pray, but we will not pay zakat,” they are to be fought until they pay zakat.
If they say, “We will pay zakat, but we will neither fast nor perform Hajj,” they are to be fought until they fast Ramadan and perform the pilgrimage to the House.
If they say, “We will do this, but we will not give up usury, drinking wine or shameful deeds; nor will we fight in Allah’s cause or levy the jizya tax on Jews and Christians,” or anything similar, they are to be fought until they comply.
As the Most High says:
“Fight them until there is no more persecution and all religion is for Allah.”
The Most High also says:
“O you who believe, fear Allah and give up what remains due to you of usury, if you are believers.”
“If you do not, then be warned of war from Allah and His Messenger.”
