He replied:
Yes. According to the better-supported of the two scholarly views, he may pray with dry ablution just as he prays with ablution using water. He may perform both obligatory and voluntary prayers with it, and may perform dry ablution before the prayer time begins. This is the position of Abū Hanīfah and one of the two views reported from Ahmad. Dry ablution is invalidated only by what invalidates ablution using water, or by becoming able to use water. Allah knows best.
He—may Allah have mercy on him—was asked:
For someone holding back urine, which is better: to pray while retaining his ablution and holding back urine, or to relieve himself and then perform dry ablution because no water is available?
He replied:
Praying with dry ablution without holding back urine is better than praying with ablution using water while holding it back. Prayer while holding back urine is disliked and has been forbidden; there are two reported views concerning its validity. As for praying with dry ablution, it is valid and involves nothing disliked, by agreement. Allah knows best.
