al-Shāfi‘ī and Ahmad is that he must combine the two. If he applies a splint over the wound, he should wipe over it, whether it was applied while he was in a state of ablution or not. The same applies if he binds it with a bandage; he does not need to perform dry ablution in that case. This is the most correct scholarly opinion. Allah knows best.
He was asked:
Concerning a man in a state of major ritual impurity who is locked inside a house with a tiled floor and no earth available, and does not know when he will be able to leave: should he refrain from praying until water and earth become available, or not?
He answered:
If he is unable to use water or perform dry ablution with earth, he should pray without either ablution with water or dry ablution, according to the majority of scholars. This is the more correct of the two opinions. Must he repeat the prayer?
There are two opinions. The stronger is that he need not repeat it, for Allah says:
“So fear Allah as much as you are able.”
And the Prophet, may Allah bless him and grant him peace, said:
“When I command you to do something, do as much of it as you can.”
The servant has not been commanded to pray twice. When he prays, he must perform the obligatory recitation. Allah knows best.
