even if that wording does not indicate it.
Likewise, if killing children in poverty is forbidden, then its prohibition in circumstances of wealth and ease applies with even greater force. Something may be singled out for mention because there is a particular need to make it known, while the ruling may apply with greater force to what is left unmentioned. Thus, mentioning shirts rather than outer robes, turbans rather than caps, and trousers rather than short drawers falls into this category. It does not mean that everything outside the wording’s scope has been permitted.
Similarly, when he commanded that a bucket of water be poured over the Bedouin’s urine—despite the water mixing with the urine and the mixture spreading—his purpose was to hasten purification, not because the impurity could not be removed otherwise. Rather, sunlight, wind, and transformation of the substance remove impurity more effectively than this. For this reason, dogs used to come and go and urinate in the mosque of the Messenger of Allah, yet people would not sprinkle water over any of those spots.
Likewise, the jurists agree, without dispute, that someone who performs a complete ablution and then puts on leather socks may wipe over them. But if he washes one foot and puts it into its leather sock, then does the same with the other, there are two views, both transmitted from Ahmad:
The first is that wiping over them is permissible. This is the position of Abū Hanīfa.
