Majmu' al-FatawaIbn Taimiya

It is further reported of him that “when the outlying regions of Iraq were conquered, he designated Dhāt Irq as their place for entering the consecrated state.” Muslim related this in Jābir’s hadith, though Abū al-Zubayr said: “I believe he attributed it to the Prophet, may Allah bless him and grant him peace.” Others attributed it to him unequivocally. This was also reported in a hadith from Āishah. Thus, these narrators had heard more than others had.

The same applies to Ibn Abbas and Jābir regarding his permission to wear leather socks and trousers. In the two Sahīh collections, Ibn Abbas said:

“I heard the Messenger of Allah, may Allah bless him and grant him peace, say while delivering a sermon at Arafat: ‘Trousers are for whoever cannot find a waist-wrapper, and leather socks are for whoever cannot find sandals.’”

In Sahīh Muslim, Jābir reported:

“Whoever cannot find sandals should wear leather socks, and whoever cannot find a waist-wrapper should wear trousers.”

This was an independent statement by him, may Allah bless him and grant him peace, in which he explained at Arafat—the largest gathering he ever addressed—that whoever could not find a waist-wrapper should wear trousers, and whoever could not find sandals should wear leather socks. He did not instruct them to cut the leather socks or unpick the seams of the trousers. Most of those present at Arafat had not attended his earlier sermon and had not heard his instruction to cut the leather socks. Since clarification may not be delayed beyond the time when it is needed, it is clear that this ruling, which Allah prescribed through him at Arafat, had not yet been prescribed when he was in Medina. In Medina, he had only permitted sandals and leather socks cut down to resemble them. This indicates that whoever lacks the footwear that leather socks are cut to resemble may wear leather socks.
