and His servants genuinely act, while Allah is the Creator of their actions. It is the servant who is a believer or a disbeliever, righteous or wicked, and who prays and fasts. His servants have the capacity to perform their deeds and possess a will, while Allah is their Creator and the Creator of their capacity and will, as He, exalted be He, says:
“For whoever wills among you to take a right course.”
“And you do not will except that Allah wills—Lord of the worlds.”
This level of divine decree is denied by most of the Qadariyyah, whom the Prophet, may Allah bless him and grant him peace, called the Magians of this community. Some of those who affirm it go to such extremes that they have stripped the servant of his capacity and choice, and deny the wisdom and beneficial purposes of Allah’s actions and rulings.
