We want a methodology, not mere talk:

Yes—praise be to Allah—many people today speak about the Book and the Sunnah and point others to them. But the duty we have in mind is not fulfilled by the occasional article or lecture. What we want is to make the Book and the Sunnah the all-embracing frame of reference for every matter, great or small; to make their methodology the watchword and the very fabric of the daʿwah from start to finish; and, as a result, to ground the thinking of those being invited—youth and others alike—in this magnificent methodology, for the ummah can be rectified only by means of it.

It is therefore indispensable that there be scholars in every one of the aforementioned branches of fiqh—above all, in the fiqh of the Book and the Sunnah—working with clear parameters and well-defined principles.
