Perfection is rare, so cooperation is a duty:
We cannot conceive of a single human being who is perfect in the full sense of the word—that is, someone who masters all of the disciplines to which I have already alluded. The obligation, therefore, is that those who have dedicated themselves to studying the present state of the Muslim nation and the schemes being woven against it should join forces with the scholars of the Qur’an and Sunnah who follow the path of the early generations. The first group presents its observations and analyses, while the second clarifies within them Allah’s ruling, grounded in sound evidence and clear, radiant proof.
As for allowing a mere speaker on fiqh al-wāqiʿ to be counted in the minds of his listeners as one of the scholars and muftis—simply because he has discoursed on this branch of “jurisprudence”—that judgment is in no way correct. His words then become a crutch by which the fatwas of true scholars are dismissed and their ijtihads and rulings overturned.
