No human being on earth can do without commands and prohibitions, nor without commanding and forbidding. Even someone entirely alone would command and forbid himself, whether concerning good or evil. As Allah Most High says:
“Indeed, the soul is ever inclined to evil.”
Surah Yūsuf, 53
A command is a request and desire for an action to be performed, while a prohibition is a request and desire for an action to be left undone. Every living being necessarily has desires and seeks things, thereby prompting his own actions and, when possible, the actions of others. For a human being is a living being who acts by his own will.
Human beings cannot live without associating with one another. Whenever two or more come together, they inevitably enjoin certain things upon one another and forbid others. Hence the minimum number for congregational prayer is two, as has been said: “Two or more constitute a congregation.” Since this involves sharing only in the prayer itself, two suffice: one leads and the other follows, as the Prophet said—may Allah bless him
