I say: These ahadith clearly show that performing Tarawih in congregation is prescribed, for the Prophet ﷺ kept it up on those nights. His not coming out on the fourth night, mentioned in this report, does not negate that ruling, because he himself explained: “I feared it might be made obligatory for you.”
That fear disappeared with his passing ﷺ, after Allah had perfected the religion. Once the cause—his concern about obligation—no longer exists, the effect, namely his refraining from the congregational prayer, also falls away, and the original ruling—the legitimacy of praying it in congregation—re-emerges. For this reason ʿUmar ibn al-Khattab, may Allah be pleased with him, revived the practice, as has been noted and will be detailed later, and this is the position of the majority of scholars.

Hudhayfah ibn al-Yaman reported:
The Messenger of Allah ﷺ stood one night in Ramadan in a small enclosure made of palm stalks. He then poured a bucket of water over himself and said, “Allahu akbar, Allahu akbar”—three times—“Possessor of sovereignty, might, majesty, and grandeur.” He next recited al-Baqarah. When he had finished, he bowed; his bowing lasted as long as his standing, and during it he kept saying, “Subhana Rabbiy al-ʿAzim, Subhana Rabbiy al-ʿAzim,” for the same length of time as he had stood. He then raised his head from bowing and stood again for a period equal to his bowing, saying, “To my Lord belongs all praise.”
He then prostrated, and his prostration was as long as his standing ⦗1⦘, and in it he said, “Subhana Rabbiy al-Aʿla.” He raised his head from prostration and sat, saying between the two prostrations, “Lord, forgive me, Lord, forgive me,” and his sitting lasted as long as his prostration. Then he prostrated once more and said, “Subhana Rabbiy al-Aʿla,” for the same length of time as his standing.
He prayed four rakʿahs in this manner, reciting in them al-Baqarah, Al ʿImran, al-Nisaʾ, al-Maʾidah, and al-Anʿam, until Bilal came and informed him that the time for prayer had begun ⦗2⦘.
