Al-Fiqh al-AkbarAbu Hanifa

Nor has He compelled anyone among His creation either to disbelief or to faith; He did not create anyone as a believer or as a disbeliever. Rather, He brought them forth as individuals, while belief and disbelief are acts performed by the servants themselves. Allah, exalted is He, knows the one who disbelieves—at the moment of his disbelief—as a disbeliever; then, if he later believes, He knows him—at the moment of his faith—as a believer and loves him, without His knowledge or attribute undergoing any change. All of the servants’ deeds, whether motion or stillness, are in truth their own acquisition, yet Allah, exalted is He, is their Creator, and every one of them occurs by His will, His knowledge, His decree, and His predestination.
