Everything that Allah, exalted be He, recounts in the Quran—His narration of Moses and the other prophets (peace be upon them) and of Pharaoh and Iblis—is, in its entirety, the speech of Allah, conveyed as information about them. The speech of Allah, exalted is He, is uncreated, whereas the speech of Moses and of every other created being is created. Because the Quran is the speech of Allah Most High, it is pre-eternal and not their speech. Moses (peace be upon him) actually heard the speech of Allah, as He says, “And Allah spoke to Moses with direct speech” (Quran 4:164).
