Refutation of those who claim that Allah did not create evil
He said to him, “Can a servant, on his own, procure harm or benefit for himself?” If he answers, “No, for people are compelled with respect to harm and benefit—save only in matters of obedience and sin,” he is then asked, “Did Allah create evil?” Should he reply, “Yes,” he has abandoned his original assertion; but if he replies, “No,” he has lapsed into disbelief, for the Almighty says:
“Say: I seek refuge in the Lord of daybreak, from the evil of that which He created.” ⦗Q 113:1-2⦘
Thus Allah, exalted is He, has informed us that He created evil.
I then said, “If he objects, ‘Do you not affirm that Allah willed disbelief just as He willed faith?’—and if we answer, ‘Yes,’ he will say, ‘Does not Allah Most High declare,
‘He alone is worthy of piety and worthy of forgiveness’ ⦗Q 74:56⦘?’
We reply, ‘Indeed.’”
