Tafsir al-SadiAbd al-Rahman al-Sadi’

[22] “And We send the fertilizing winds, then send down water from the sky and give it to you to drink; it is not you who store it.”

That is, We have subjected the winds—the winds of mercy—which fertilize the clouds just as a male fertilizes a female. By Allah’s permission, water is thereby produced, with which Allah provides drink for His servants, their livestock, and their lands. Some of it remains stored in the earth for their needs and necessities, as required by His power and mercy. “It is not you who store it”—that is, you have no power to preserve and store it. Rather, Allah stores it for you and channels it into springs within the earth, out of mercy and kindness toward you.
