[21] “There is not a thing but its treasuries are with Us, and We send it down only in a determined measure.”
That is, no one but Allah possesses all provisions and the various things He decrees. Their treasuries are in His hand: He gives to whomever He wills and withholds from whomever He wills, in accordance with His wisdom and His all-encompassing mercy. “And We send it down”—that is, whatever has been apportioned of everything, such as rain and other things—“only in a determined measure.” It neither exceeds nor falls short of what Allah has decreed.
