(31) “If there were a Quran by which mountains could be moved, the earth cleft apart, or the dead made to speak—yet the matter belongs entirely to Allah. Have those who believe not realized that, had Allah willed, He would have guided all people? Those who disbelieve will continue to be struck by calamity because of what they have done, or it will descend close to their homes, until Allah’s promise comes to pass. Indeed, Allah never fails in His promise.”

Allah Most High explains the excellence of the Noble Quran over all the other revealed Books: “If there were a Quran”—that is, any divine scripture—“by which mountains could be moved” from their places, “the earth cleft apart” into gardens and rivers, “or the dead made to speak,” it would be this Quran. “Yet the matter belongs entirely to Allah”: He brings forth whatever signs His wisdom requires. Why, then, do the deniers demand the signs they demand? Do they, or anyone else, have any say in the matter?

“Have those who believe not realized that, had Allah willed, He would have guided all people?” Let them know that He is able to guide them all, but He does not will to do so. Rather, He guides whom He wills and leads astray whom He wills.

“Those who disbelieve” will continue in their disbelief, neither reflecting nor taking heed. Allah Most High will keep sending calamities upon them, striking them in their homes or descending nearby, while they persist in their disbelief, “until Allah’s promise comes to pass”—the promise He made to them of an unremitting punishment that cannot be lifted. “Indeed, Allah never fails in His promise.” This threatens them and warns them of the punishment Allah promised them because of their disbelief, obstinacy, and wrongdoing.

﴿٣١﴾ ﴿وَلَوْ أَنَّ قُرْآنًا سُيِّرَتْ بِهِ الْجِبَالُ أَوْ قُطِّعَتْ بِهِ الأرْضُ أَوْ كُلِّمَ بِهِ الْمَوْتَى بَلْ لِلَّهِ الأمْرُ جَمِيعًا أَفَلَمْ يَيْأَسِ الَّذِينَ آمَنُوا أَنْ لَوْ يَشَاءُ اللَّهُ لَهَدَى النَّاسَ جَمِيعًا وَلا يَزَالُ الَّذِينَ كَفَرُوا تُصِيبُهُمْ بِمَا صَنَعُوا قَارِعَةٌ أَوْ تَحُلُّ قَرِيبًا مِنْ دَارِهِمْ حَتَّى يَأْتِيَ وَعْدُ اللَّهِ إِنَّ اللَّهَ لا يُخْلِفُ الْمِيعَادَ﴾ . يقول تعالى مبينا فضل القرآن الكريم على سائر الكتب المنزلة: ﴿وَلَوْ أَنَّ قُرْآنًا﴾ من الكتب الإلهية ﴿سُيِّرَتْ بِهِ الْجِبَالُ﴾ عن أماكنها ﴿أَوْ قُطِّعَتْ بِهِ الأرْضُ﴾ جنانا وأنهارا ﴿أَوْ كُلِّمَ بِهِ الْمَوْتَى﴾ لكان هذا القرآن. ﴿بَلْ لِلَّهِ الأمْرُ جَمِيعًا﴾ فيأتي بالآيات التي تقتضيها حكمته، فما بال المكذبين يقترحون من الآيات ما يقترحون؟ فهل لهم أو لغيرهم من الأمر شيء؟. ﴿أَفَلَمْ يَيْأَسِ الَّذِينَ آمَنُوا أَنْ لَوْ يَشَاءُ اللَّهُ لَهَدَى النَّاسَ جَمِيعًا﴾ فليعلموا أنه قادر على هدايتهم جميعا ولكنه لا يشاء ذلك، بل يهدي من يشاء، ويضل من يشاء ﴿وَلا يَزَالُ الَّذِينَ كَفَرُوا﴾ على كفرهم، لا يعتبرون ولا يتعظون، والله تعالى يوالي عليهم القوارع التي تصيبهم في ديارهم أو تحل قريبا منها، وهم مصرون على كفرهم ﴿حَتَّى يَأْتِيَ وَعْدُ اللَّهِ﴾ الذي وعدهم به، لنزول العذاب المتصل الذي لا يمكن رفعه، ﴿إِنَّ اللَّهَ لا يُخْلِفُ الْمِيعَادَ﴾ وهذا تهديد لهم وتخويف من نزول ما وعدهم الله به على كفرهم وعنادهم وظلمهم.
