“And He places defilement”—that is, evil and misguidance—“upon those who do not reason”: those who do not comprehend Allah’s commands and prohibitions and pay no heed to His counsel and admonitions.

(101–103) “Say, ‘Consider all that is in the heavens and the earth.’ But signs and warnings are of no avail to people who will not believe. * Are they awaiting anything but days like those of the people who passed away before them? Say, ‘Then wait; I too am waiting with you.’ * Then We save Our messengers and those who believe. Thus it is a binding promise upon Us: We save the believers.”
Allah Most High calls His servants to consider all that is in the heavens and the earth. What is meant is thoughtful consideration, reflection, and contemplation upon what they contain, in order to gain insight. In this are indeed signs for people who believe and lessons for people who possess certainty, showing that Allah alone is worthy of worship and praise—the Possessor of Majesty and Honor and of the magnificent names and attributes.
“But signs and warnings are of no avail to people who will not believe,” for they do not benefit from the signs because they turn away and stubbornly resist.
“Are they awaiting anything but days like those of the people who passed away before them?” That is: after the signs of Allah have become clear, are those who do not believe in them awaiting anything but a fate like that which befell those who passed away before them—namely, destruction and punishment? They have acted just as those people did, and Allah’s established way applies to earlier and later generations alike.
“Say, ‘Then wait; I too am waiting with you.’” You will come to know who will enjoy the good end and deliverance in this world and the Hereafter. These belong only to the messengers and their followers.
Thus He says: “Then We save Our messengers and those who believe” from the adversities and hardships of this world and the Hereafter.
“Thus it is a binding promise upon Us”—We have made it binding upon Ourselves—“We save the believers.” This is part of His protection of the believers, for Allah defends those who believe. A servant’s deliverance from adversity is commensurate with the faith he possesses.
