(19โ20) โMankind was but one community; then they differed. Had it not been for a prior decree from your Lord, judgment would have been passed between them concerning that over which they differed. * They say, โWhy has no sign been sent down to him from his Lord?โ Say, โThe unseen belongs to Allah alone. So wait; I too am waiting with you.โโ
That is, โMankind was but one community,โ united upon the true religion, but then they differed. So Allah sent messengers as bearers of glad tidings and warners, and sent down the Book with them to judge between people concerning that over which they differed.
โHad it not been for a prior decree from your Lordโโgranting the disobedient respite and not hastening to punish them for their sinsโโjudgment would have been passed between themโ by saving the believers and destroying the disbelievers who denied the truth. This would have decisively separated them โconcerning that over which they differed.โ But He willed to test them and to try some of them by means of others, so that the truthful might be distinguished from the liar.

โThey sayโโthat is, the obstinate deniersโโWhy has no sign been sent down to him from his Lord?โ They mean demanded signs of their own choosing, which they themselves specify, as when they say, โWhy has an angel not been sent down to him to serve as a warner alongside him?โโand so on through the verses.
Likewise, they say, โWe will never believe in you until you cause a spring to gush forth for us from the earthโโand so on through the verses.
โSayโ to them when they demand a sign from you, โThe unseen belongs to Allah alone.โ That is, His knowledge fully encompasses the circumstances of His servants, and He directs their affairs as required by His knowledge of them and His consummate wisdom. No one else has any sayโwhether concerning judgment or proof, purpose or rationale.
โSo wait; I too am waiting with you.โ That is, each party awaits what the other deserves. So wait and see to whom the final outcome will belong.
