The angels will then say to them, “Enter among nations”—that is, among the host of nations—“of jinn and humankind who passed away before you.” They followed the same path of disbelief and arrogance as you, so they all deserved disgrace and ruin. Whenever one of the defiant nations enters the Fire, “it will curse its sister nation,” as Allah says: “On the Day of Resurrection, you will disown one another and curse one another.” This will continue “until, when they have all caught up with one another therein”—that is, when all the inhabitants of the Fire have gathered there, the former and the latter, the leaders and chiefs, and the followers who imitated them.
“The last of them will say”—that is, those who came later and followed the leaders—“of the first of them”—that is, of their leaders, complaining to Allah that they led them astray—“Our Lord, these are the ones who led us astray, so give them double punishment in the Fire.” That is, punish them with a multiplied punishment because they led us astray and made wicked deeds seem attractive to us.
Allah will say, “Each of you will have double”—a double portion of the punishment.
