⦗24⦘ “Do they not then reflect upon the Quran? Or are there locks upon their hearts?”
That is, why do those who turn away from the Book of Allah not reflect upon it and contemplate it as it truly deserves? Had they reflected upon it, it would have guided them to every good, warned them against every evil, filled their hearts with faith and their innermost beings with certainty, and led them to lofty aims and precious gifts. It would have shown them the path leading to Allah and His Paradise, together with what perfects or spoils that path; the path leading to punishment and the means of guarding against it. It would have acquainted them with their Lord, His names, His attributes, and His beneficence; inspired them to yearn for abundant reward; and instilled in them fear of grievous punishment.
